WLIH had been fined $1500 in 2015 for failing to timely file its 2014 license renewal application and then never paid the fine nor respond to emails from FCC staff about paying the penalty. The station then failed to timely file its 2022 license renewal application which was due on April 1, 2022 with its license being deemed expired on August 1. The station would file an STA application to continue operating on November 16 and then its license renewal application with a petition for reconsideration on December 5. In the FCC’s review, the bureau noticed that WLIH had also not maintained its issues and programs list until November 2022.
The $3000 fine will consist of the $1500 penalty from 2015 and then $1500 for 2022 to be paid in eight quarterly installments of $375.
Silent NotificationsWalla Walla University’s 104.5 KPLP White Salmon WA has applied for permission to expand their Silent STA beyond 12 consecutive months. After closing on their purchase (https://radioinsight.com/headlines/221938/positive-life-radio-to-expand-to-portland/) of the former KXXP last June, the station went silent on June 2, 2022 in preparation of its move to a new transmitter site. In the filing, Walla Walla University states, “The delay in constructing the station?s modified facilities has been caused by factors beyond WWU?s control. Granting this requested brief extension of the station?s license would serve the interests of equity and fairness to the licensee. This brief extension would also serve the broader public interest.” They claim they will have the station built within 30 days as power was not restored to the site until May 30 and it wasn’t until then when the road was dry enough for a larger heavier truck to reach the site to deliver broadcast equipment to assemble the station, which is just now waiting on a tower climber to come install the antenna.
