View Full Version : FCC Proposes Fines Against Casper, WY Cluster For Public File Violations

The FCC has proposed four separate $15,000 fines against MOUNT RUSHMORE BROADCASTING, INC. for public file violations at its CASPER, WY cluster, Classic Rock KASS (KICK 107), Silent KHOC, Silent KMLD, and Country KQLT (103.7 KOLT COUNTRY). Each station's public file was missing 23 consecutive quarters of issues/programs lists at an AUGUST 2011 inspection. Each fine was revised upward due to "the long duration of MOUNT RUSHMORE’s failure to create and make available issues/programs lists" in the file.

Geez, what a not so surprised! That company has been getting fined from the FCC, left and right! They are the worst radio company in this country! They got KIQZ out of Rawlins wy to shut down becasue of that to!
How they manage to stay in bussiness is quite amazing!

I read an article about the stations' owner threatening to sue the FCC, even though the station was found to be using unlicensed STLs. Since he doesn't want to pay any fines, I'm guessing he isn't paying to be listed on Arbitron since I didn't see any of the stations (the two still broadcasting, at least) in the most recent ratings.

KAGM was on 102.3 FM in Strasburg (40 miles east of Denver), but the station was sold to NRC Broadcasting in 2005 and the city of license was moved to Greenwood Village. That allowed the transmitter to be moved into the Denver metro area. The transmitter is now on Lookout Mountain and its calls now are KDSP. That old KAGM tower isn't being used now, but they still require lighting for safety. It looks like the old owners of KAGM are still responsible for that site.
Nice finds on those violations spikey! It's always interesting to see what Nikki... err I mean the FCC finds. ;)

That allowed the transmitter to be moved into the Denver metro area. The transmitter is now on Lookout Mountain and its calls now are KDSP.

wikipedia says kfwa/kavd simulcast'ed kagm at 103.1.. i think that was my confusion. is it truly dark now, or is that the cause of the comedy 103.1's signal issue?
or does denver happen to be betwixt a translator and another out of market signal, or maybe that's a different thread.

103.1 FM in Limon (under the calls KAVD), did simulcast KAGM at one time.
When "WAY FM" bought 103.1 FM, they got the okay from the FCC to move it from Limon to Parker. Instead, they chose to move 103.1 FM to Weldona (near Ft. Morgan).
The reasoning behind it is if it had moved to Parker, WAY would have had to silence the translator they have in Colorado Springs at 103.1 FM. And since they were able to buy a Denver signal at 101.9 FM, moving 103.1 to Parker made no sense anymore. Plus, the 101.9 signal has better coverage in the Denver metro area than the Parker 103.1 FM would have had. "WAY" changed the calls of 103.1 FM to KFWA.
Since Parker "lost" a signal they were supposed to have at 103.1 FM, "WAY" paid Lincoln to move KRWZ 950 AM's city of license to Parker to make up for that. Lincoln benefited because it had the translator at 103.1 FM in the Denver area (and at that time 103.1 FM carried KRWZ) and it would have had to move or just silence that translator if KFWA were allowed to move to Parker. Right now KFWA is silent, I assume while they get the transmitter moved to Weldona.
